i am going to post a method which will help u download from filice.net without any problem
1) first make sure u are not using any VPN.if in case you are using VPN you should have Indian proxy...thats right Indian proxy.You can get many here
2)now go to fileice link.then click on regular download.there you will see Enjoy superfast speed of upto 7.2MBps 

3)now timesdeal page will get opened

4)now go here or http://www.mailinator.com/]here and get your temp. email id.

Copy it and paste it in times deal page

5)now you will get this message

6)now just refresh 10minutemail page and u will see the confirmation mail

7)then open it and click on the activation link

be careful if u have any download manager install uninstall or prevent it to ownload at this time
i use idm so go to idm options->general->keys , i had selected cntrl key
so now when u click on activation link just hold down cntrl key and whola your download will began

enjoy
if you want to download other file clear your browser cache ,cookies ,browsing history 
and go to that url and repeat the steps
